On the Local Info tab, below the Host and IP address windows,  under 'On connect, always get:', make sure that the check box for Local Host is checked as shown.  The one for IP Address should check itself in gray automatically.  Also check the check box named 'Server' under 'Lookup Method'.

You must click "OK" at the bottom of the tab to save your settings.  If you were to click the black X on the top right of the mIRC Setup window, all your changes would be lost.

After clicking 'ok', re-connect to your IRC server.  You can go back at that time and look at the local info tab again and you will see that the Local host and IP address will have filled in themselves with the correct information, and if this was the problem (which is the most common one), you should now be able to DCC Send a file.  Try it out!
